Short answer: Split hard starts into three types first — cold-start-only trouble points to glow plugs; cranks but won't fire points to fuel supply and the shut-off solenoid; no crank at all is batteries, wiring and the starter. Replacing parts before typing the failure is the #1 way hard starts get expensive.

The three types at a glance

Free checks that settle it

Glow plugs: meter resistance (typically 0.5–2Ω); open = dead; power up and feel for even heating;
Shut-off solenoid: listen for the click at key-ON; no click — meter the coil; a burnt coil cuts fuel and the engine simply won't fire;
Hand primer: air in the fuel line (after a filter change / aged seals) causes surging and no-start; pump until firm;
Starter: the last thing to remove. Many "bad starters" are corroded terminals dropping voltage — clean and torque them first.
